S - Statutory Measures

Hong Kong has sophisticated telecommunications facilities, enormous capacity for external communications, high penetration rates for personal computers, Internet, and mobile services, and is an externally oriented economy. All these factors have made Hong Kong vulnerable to spam.

In the light of the above, the Unsolicited Electronic Messages Ordinance was enacted by the Legislative Council in May 2007. The purpose of the Ordinance is to strike the right balance between respecting the rights of recipients and allowing the development of legitimate electronic marketing in Hong Kong. The Ordinance came into full force on 22 December 2007.
